National SEA Conference
National Strategic Environmental Assessment Conference
ESP3, in collaboration with Ministry of Environment and Forestry (MOEF), organised National Conference on Strategic Environmental Assessment (SEA). The conference was held on 4-5 December 2017 at Mandarin Oriental Hotel, Jakarta, Indonesia. Both the Minister of Environment and Forester, Mrs. Siti Nurbaya Bakar, and the Ambassador of Denmark to Indonesia, Rasmus Abildgaard Kristensen, opened the event and delivered keynote speeches. The conference was aimed to review SEA development in Indonesia over the last ten years, especially as a result of the development cooperation between Denmark and Indonesia.
The national conference ran for one and a half days with up to 200 people present, representing various institutions such as central and local government agencies, environmental research centres, environmental practitioners, donors and non-governmental organisations (NGOs). The event had both plenary and breakout sessions, and during the breakout session, the attendees were divided into four groups, each carried specific and more detailed discussion topics, which were SEA implementation and acceleration, SEA development at local level and the roles of Environmental Research Centres, SEA methods, and challenges.
The most essential part of the conference was the transfer of knowledge on SEA to a wider community. It covered SEA in international context as well as the application in Indonesia, including the challenges and recommendations to move forward. The speakers did not only come from ESP3 and MOEF, but also from the Ministry of Home Affairs (MOHA), National Development Agency (Bappenas), and representations from environmental research centres and environmental donor organisations. The discussions also involved SEA of Masterplan for Acceleration and Expansion of Indonesia's Economic Development (MP3EI), National Capital Integrated Coastal Development (NCICD), and the contentious SEA in Kendeng, Central Java. The participants were expected to carry the understanding of the importance of SEA to their respective region or institution, and help the nation to improve sustainable development through the SEA implementation
