Technical Assistance for Local Governments in Temanggung, Magelang, and Sukoharjo Regencies on Strategic Environmental Assessment (SEA) of Local Spatial Plans (RTRWK), Central Java Province - Indonesia


Indonesia and Denmark are cooperating through an Environmental Support Programme, with the current third phase (ESP3) running from 2013 to 2017. ESP3 is coordinated under the Ministry of National Development Planning (Bappenas), with the Ministry of Environment and Forestry (MOEF) and Ministry of Energy and Mineral Resources (MEMR), as primary implementing partners. Under Component 1 of ESP3, support is offered to improve the quality of Strategic Environmental Assessments (SEA) among local governments in Indonesia.
The general approach of SEA support under ESP3 can be summarised as follows:
1) Support is provided to increase capacity in SEA management and promotion in relevant ministries.
2) Direct support to a number of SEAs of various types of policies, programmes and plans (PPP). The goal is to produce a number of model SEAs that can be distributed to other PPP owners for inspiration and as a learning tool. This opportunity will focus on support to three regencies in Central Java province (Temanggung, Magelang, and Sukoharjo) for SEAs of regional spatial plans (RTRWK).
3) Enrich/revise ministerial guidelines currently in use and elaborate a new set of national guidelines at a later stage.

Local governments are responsible for developing SEAs and they appoint an SEA taskforce made of government staff from related offices and/or local experts to carry out the work. ESP3 is seeking consultants to assist the SEA taskforce/local experts to provide technical assistance on specific tasks in the SEA process, to deliver high-quality reports with tangible impact on the resulting RTRWK. The consultant must liaise and work intensively with the SEA taskforce/local experts to determine the support needed. Detailed tasks will therefore be agreed between the consultant and the recipient. The assignment is expected to include support to the scoping process and development of ToRs for full SEA processes for three selected cities/regencies, to provide support to specific technical aspects of the impact and mitigation analyses for three selected cities/regencies, and assessment of the draft SEA report (QA/QC).

The objectives of the consultancy are:
To assist the RTRWK taskforce/local consultants in developing SEAs of high quality that can serve as models for other PPP owners when elaborating SEA RTRWK. Special emphasis should be on providing technical assistance to the RTRWK taskforce, and local SEA experts hired by the PPP owners to establish the process and prepare the report, focusing on the important strategic issues; being concise, evidence-based, tangible, and based on good data and impact analyses. It should also ensure and provide documentary evidence that results are used actively in the planning process.

Output 1: High quality SEA reports of RTRWK in the three regencies.
Output 2: A report documenting the support process, lessons-learned, and integration of SEA results into the final PPP document.

The assignment will require a maximum of 4.4 man-months spread over 6 months. The team shall consist of a team leader with international experience in SEA, a national SEA expert with a background of the Indonesian spatial planning system, and a spatial planning/GIS expert. The working language will be English but the consultant should be able to provide Indonesian language skills within the team.

The work is expected to be carried out between 11 July and 31 December 2016.
The total maximum all-inclusive contract sum which covers both consultant fees and reimbursables including project related expense for workshops/seminars is DKK 800,000.

Criteria for selection:
A minimum of three and a maximum of five applicants with references best suited for this assignment will be invited to submit a tender. The consultant company should have recent (preferably within the last three years) and varied experience of SEA implementation internationally, including spatial planning, and expert knowledge of Indonesian SEA regulations for local governments.
