SEA Capacity Building for Environmental Research Centres through Training Module Development and Training of Trainers at National Level and in Selected Regions - Indonesia


Description:
Indonesia and Denmark are cooperating through an Environmental Support Programme, with the current third programme phase (ESP3) running from 2013 to 2017. The overall ESP3 development objective is to support the Government of Indonesia (GoI) in reconciling economic growth with sustainable development through improved environmental management and climate change mitigation and adaptation.

Strategic Environmental Assessment (SEA) is a systematic process for evaluating the environmental consequences of proposed policy, plan, or program initiatives in order to ensure they are fully included and appropriately addressed at the earliest appropriate stage of decision-making on par with economic and social considerations. In Indonesia, KLHK is responsible for providing resources and capacity for SEA at both at national and sub-national level as well as developing capacity for SEA implementation. The application of SEA as a standard tool on policies, plans and programmes at national and local levels is a huge task that requires development and strengthening of SEA capacities to assist local governments at provincial and district levels. Capacity building for the development of SEA is very important to produce SEA documents of sound quality.
Objective: The objective of this consultancy is to provide technical assistance to the implementation of ESP3 Component 1, Outcome 2 on support to SEA by preparing the basis for an SEA capacity building programme and to test and start implementation of a cascade-based training programme in SEA application at local level for training of trainers in initially 4 coordinating regional Environmental Research Centers under the Environmental Research Centre Coordinating Body.
The assignment will include consultations with government agencies that have the mandate or experience with the implementation of SEA in Indonesia and other relevant entities and individuals with relevant SEA experiences (ERCs, development agencies, private companies and individuals).
Scope: The consultancy will require approximately 160 man-days over a period of 3,5 calendar months. The team should consist of one international and two Indonesian experts.

Maximum budget: Maximum budget is 1,006,000 DKK

Time: The work shall be carried out from mid September 2016 until end of December 2016

Deadline for applications: July 28, at 16:00, Danish time

The standard application form should be used. Applications not using the standard form may be rejected. Applications received after the deadline shall be rejected.

Criteria for selection:
A minimum of three and a maximum of five applicants with references best suited for this assignment will be invited to submit a tender. The consultant should have experience with SEA implementation in South East Asia and preferably expert knowledge of Indonesian SEA regulations and practices.
