Background: Indonesia and Denmark are cooperating through an Environmental Support Programme, with the current third programme phase (ESP3) running from 2013 to 2017. Under Component 1 of ESP3, support is offered to improve the quality of Strategic Environmental Assessments (SEA) application at local governments in Indonesia. Following the merger of the Ministry of Environment with the Ministry of Forestry into the new Ministry of Environment and Forestry (KLHK), SEA is increasingly being recognized and given priority as an environmental safeguard and also as an important tool in the planning tool box.
As a result of newly-passed laws and regulations (that emphasize the requirement of SEA for plans, program and policies), and increasing awareness on SEA at national and local development activities, demands for SEA as an environmental safeguard tool at the planning stage is becoming more critical. A set of government regulations on SEA and related issues have been developed and is awaiting the President’s approval. Once approved, these SEA regulations will apply for all sectors, and guidelines and strategies will have to be prepared for national and local governments and possibly for the different sectors as well.
This has increased KLHK's role as promoter and counselor for the SEA development process to be more critical and eventually requires KLHK to prepare more strategic plans and approaches in ensuring more effective, quality and sustainable SEA implementation.
This consultancy is aimed at supporting KLHK in developing a SEA Roadmap for the Directorate of Environmental Impact Prevention on Policies and Sectors in KLHK. The roadmap will also include a mid term SEA strategic plan for KLHK where the envisaged ESP3 SEA support is clearly delineated and embedded until December 2017. The consultant is also expected to provide technical assistance to ESP3 staff to align ongoing KLHK and ESP3 SEA activities with the SEA Roadmap.
Objective: The objective of the consultancy is provide technical assistance to the implementation of ESP3 Component 1, Outcomes 2 and 5 on support to SEA by developing a SEA roadmap for technical assistance to KLHK during the period September 2016 to January 2017 and a five-year SEA strategic plan for KLHK with the ESP3 support embedded.
The assignment will include conducting strategic meetings with KLHK key staff on SEA, liaising with related sectoral ministries and development partners, reviewing selected SEA reports in Indonesia, and assisting ESP3 in preparing SEA-related activities in supporting KLHK's strategic mandates on SEA.
Scope: The consultancy will require approximately 140 man-days over the period of 4 months. The team should consist of a combination of international and Indonesian experts.
Maximum budget: Maximum budget is 850,000 DKK.
Timing: The work shall be carried out from mid September 2016 to mid January 2017

Criteria for selection:
A minimum of three and a maximum of five applicants with references best suited for this assignment will be invited to submit a tender. The consultant should have experience with SEA implementation in South East Asia and preferably expert knowledge of Indonesian SEA regulations and practices.
