Strengthening the Capacity of Clean Energy Clearing House (LINTAS EBTKE) - Indonesia
The ambitious clean energy target of Indonesia (23% new and renewable energy in 2025; 1% energy intensity reduction annually until 2025) as stated in the Government Regulation No. 79/2014 requires proper participation of private sector since the Government budget alone is not enough to finance the required clean energy efforts. Government of Indonesia, through the Directorate General of New and Renewable Energy and Energy Conservation (EBTKE) – Ministry of Energy and Mineral Resources, is aware of the requirements and has develop policies to increase private investment in clean energy, such as the feed-in tariff for small renewable energy power plants and energy management obligation for big energy consumers.
On 25 April, 2016 Indonesia and Denmark officially launched the Clean Energy Information Centre called “LINTAS EBTKE” (Layanan Informasi dan Investasi Energi Baru Terbarukan & Konservasi Energi – Information and Investment Services on New and Renewable Energy and Energy Conservation). LINTAS has been established with support from the Danida Environmental Support Programme - phase 3 (ESP3) and has two main functions which are (a) to provide high-quality and easy-to-access clean energy information to all stakeholders and (b) facilitate clean energy investment in Indonesia. Located on the ground floor as a part of the EBTKE office in Cikini, Jakarta, LINTAS shall contribute to Indonesia’s ambitious clean energy targets by providing information and facilitating investments and increased cooperation within the clean energy sector.
Following the launch in April, a permanent LINTAS coordinator has been recruited by EBTKE and up to 17 existing EBTKE staff have been assigned to backstop and support the LINTAS activities. There is still, however, a need for strategic guidance and support to EBTKE on developing a vision and a medium term strategy and plan for LINTAS. Similarly, the LINTAS staff need capacity strengthening and orientation towards the multiple services that LINTAS can provide in future. This will take time and recurrent support and technical inputs wherefore this consultancy shall be developed as a “process consultancy” combining intermittent on-the-ground advice, training and technical assistance with continuous, long-distance monitoring, supervision, and guidance to LINTAS and EBTKE staff. The aim is to make LINTAS operational, relevant to Indonesian renewable energy and energy conservation stakeholders in Indonesia and the obvious ‘first choice’ whenever stakeholders and the general public are looking for clean energy information and services.
The objective of the consultancy is to strengthen the capacity of LINTAS EBTKE to provide information and investment services on clean energy in Indonesia. The consultancy shall contribute to developing a strategy and tools to ensure that, among others: (1) Staff are designated to manage and implement LINTAS activities; (2) EBTKE assigns resources to support the LINTAS activities; (3) LINTAS is managed to achieve its objectives and purpose; (4) LINTAS services are in constant demand; (5) LINTAS has a legal basis for its activities and position under MEMR; and (6) LINTAS constantly maintains and improves manages its tools and other resources (e.g., audit equipment, books, website).
The scope of work of the consultancy shall include but not necessarily be limited to the following tasks – to be carried out in close cooperation with the recipient:
A. Together with the LINTAS coordinator, develop and agree on detailed description, methodology, activity plan and allocation of man-hours for each output.
B. Assist LINTAS staff to coordinate with the stakeholders, including preparation and participation in relevant meetings.
C. Assist LINTAS staff in preparation of relevant events such as workshop and business forum.
D. In collaboration with LINTAS staff, identify and collect the necessary data to deliver the expected outputs, e.g. data of potential renewable energy resources, technology descriptions, etc.
E. Provide expertise, analysis and technical works to deliver the expected outputs.
F. Ensure that technical outputs are stored in EBTKE server and can be accessed via the LINTAS website.
The consultancy shall have expertise in clean energy, communication management and information technology. To ensure close coordination with the LINTAS coordinator and staff, the consultancy shall do most of the works from the LINTAS office in the EBTKE building. EBTKE will ensure that sufficient office space is available for the consultant.
The process consultancy will operate in approximately 1 year duration, maximum 3,600 man-hours, with maximum budget of DKK 1,000,000. The contract is expected to start in October 2016.
