Financial Adviser to Burung Indonesia, Hutan Harapan Phase III - Indonesia
Background: Indonesia and Denmark are cooperating through an Environmental Support Programme, with the current third programme phase (ESP3) running from 2013 to 2018. The overall ESP3 development objective is to support the Government of Indonesia (GoI) in reconciling economic growth with sustainable development through improved environmental management and climate change mitigation and adaptation. Component 3 of ESP3 provides support to Burung Indonesia for Hutan Harapan (HH - Harapan Rainforest) the immediate objective of which is: Hutan Harapan is managed sustainably and serves as a model for ecosystem restoration and REDD+ in Indonesia and elsewhere and a significant CO2 net emission reduction from Indonesia’s forests while co-benefits (biodiversity, livelihoods) are stabilized. HH was indonesia's first ecosystem restoration concession (ERC). The experience of establishing and managing Hutan Harapan as ERC and the lessons shared have played a leading role in promoting the uptake of ERCs by other organizations and companies. HH’s experience has been critical to shaping the national ERC policy. These efforts have resulted in mainstreaming ERC policy and triggered a broader debate over sustainable forest management in Indonesia. Fourteen ERC licenses have been issued for a total of over 500,000 ha and the potential for replication is good. However, HH also faces serious challenges in the form of illegal encroachment and difficulties in developing a model for financial sustainability. The Danish support period has just been extended with 2 1/2 years. This extension is called Hutan Harapan Phase III and has a total budget of DKK 20. millions.
Objective:The objective of the assignment is to assist the NGO Burung Indonesia to handle financial management and accounting, for Hutan Harapan Phase III and to improve the organisation’s financial management capacity.
Scope: The contract is 144 peson days during one calendar year.
The four outputs are:
1) Improved financial guidelines in accordance with generally accepted accounting principles and procedures,
2) Quality assurance of Financial Reports submitted by Burung Indonesia in DKK and IDR within two weeks from the end of each funding period.,
3) Analysis report describing progress towards milestones and comparing budget versus actual expenditure, and
4) Strengthened financial management capacity of relevant BI and HMU staff. It is expected that the Financial Adviser spends two days a week at Burung Indonesia's office in Bogor, two days a month in the ESP3 office in Jakarta and five days every three months in Hutan Harapan Camp in Jambi.
