Revision of Waste Management Master Plan, DKI Jakarta - Indonesia

Background: Indonesia and Denmark are cooperating through an Environmental Support Programme with the current third programme phase (ESP3) running from 2013 to 2017. The overall ESP3 development objective is to support the Government of Indonesia (GoI) in reconciling economic growth with sustainable development through improved environmental management and climate change mitigation and adaptation. Denmark supports among many other activities different initiatives related to waste management. Through the ESP3 programme, Denmark plans to support consultancies for improving waste management in three major cities: Jakarta, Semarang and Makassar.

On a daily basis, DKI Jakarta produces 6.000 - 7.000 tons of waste which ends up on the only landfill, Bantar Gebang. In addition much waste is burned in open fires at the source, and some is discharged into rivers. The landfill is reaching maximum capacity, and there is an urgent need to find alternatives to depositing waste. The present Waste Management Master Plan was made in 2011 and updated again in 2014. It was not very detailed and many conditions and assumptions have changed since its last update. Included in the present plan are four intermediate treatment facilities (ITF). However none of these have been established. Additional waste treatment facilities are planned, but not established. It is worth noting, that so far in the indonesian context ITF is synonymous with a WtE plant. In order to establish successful waste management cooperation, it is critical to understand the nature of municipal solid waste (MSW) management in Indonesia. MSW in Indonesia consists predominantly of food waste with a high moisture content (ca. 60%) and a low heating value.This should be considered in technological approach and solutions, that should be applied.

Objective: The objective of this consultancy is to assist with and provide technical inputs to a revision of the Master Plan for Waste Management in DKI Jakarta in compliance with present Indonesian policies, and to identify obstacles and opportunities for generating waste-based energy with a view to recommending a general design of ITF and intermediate waste collection points.

Scope: The contract is 190 work days divided between one international and one national consultant. The deliverables are: 1) Inception workshop, 2) Inception report, 3) Report outlining main differences between present waste management and improvements suggested by consultant team, 4) Draft revised waste Management Master Plan, and 5) A one day stakeholder seminar to discuss recommendations.

Maximum budget: DKK 950.000

Timing: Starting end April 2017 and running to end October 2017.

Deadline for applications: 17 April 2017, at 9:00, Danish time
