Technical Assistance for Strategic Environmental Assessment (SEA) ofMarine-Coastal-Small Islands Zoning Plan (RZWP3K) to Taskforces in North Sumatera and Bangka Belitung
Background: Indonesia and Denmark are cooperating through an Environmental Support Programme, with the current third programme phase (ESP3) running from 2013 to 2017. The overall ESP3 development objective is to support the Government of Indonesia (GoI) in reconciling economic growth with sustainable development through improved environmental management and climate change mitigation and adaptation. ESP3 is coordinated under Bappenas with Ministries of Environment and Forestry (KLHK) as primary implementing partners.
Component 1 of ESP3 provides support to KLHK wit h activities aiming at provid ing technical support (international and domestic) to conduct selected SEAs to a high standard. The activit ies will contribute to Output 2.1, which is “Good quality practical/useful SEAs conducted and implemented on selected policies, plans, and programmes (PPPs) at national and local level”.
A KLHK decree contains specification of the regulation No. 46 2016 on SEA procedures and guidelines is being finalized . Once sign ed, th is decree will apply for SEAs in all sectors , and based on lessons learned derived from various sectors, each ministry will prepare sector-specific technical guidelines and strategies . There is therefore a n opportunity to build on these efforts and develop ‘model SEAs’ by providing international experti s e to the SEA development process.
This consultancy is aiming at supporting the Ministry of Marine Affairs and Fisheries (KKP) in providing model SEA s for the Marine, Coastal and Small islands Zoning Plan (RZWP3K) through technical assistance to two selected provinces which are in the initial phase of preparing their plans. Through a demand-driven proce ss , four local governments have been selected to receive support from ESP3 to develop ‘model SEAs’. In order to maximize efficiency and impact, the four local governments have been split into t wo groups based on their geographical location. The contract offered through this tender is for the local governments in North Sumatera and Bangka Belitung provinces. This work is closely coordinated with Directorate of Marine Spatial Planning under KKP which is responsible for supporting local government s in RZWP3K development and Directorate of Pollution Impact Prevention on Regional and Sectoral Policies under KLHK which is the responsible authority for SEA procedures and standards.
Objective: The objective of the consultancy is to provide expert technical assistance to the Marine-Fisheries Local Office/ SEA Taskforce at two local governments ( North Sumatera and Bangka Belitung provinces ) in developing S EA to th eir regional Marine, Coastal, Small-islands Zoning Plans ( RZWP3K ). The consultant team is expected to provide technical inputs to the SEA scoping, impact analysis , SEA integration to the RZWP3K, public consultation, and QA/QC, and to provide guidance and capacity building/ on-the-job training to the t askforce s to ensure that the SEA meets KLHK/KKP SEA guidelines and (locally appropriate) international best practice.
The assignment will include conducting 3 one-day FGDs/ worksho p s in accordance with the SEA process , and 2 one-day training on SEA and RZWP3K procedures and mechanisms . The costs of these workshops are included in the overall budget for the assignment.
Scope: The consultancy will require approximately 140 man-days. The team should consist of a combination of international and Indonesian experts.
Maximum budget: Maximum budget is 600,000 DKK.
Timing: The work shall be carried out from end May to end September 2017.

Criteria for selection:
A minimum of three and a maximum of five applicants with references best suited for this assignment will be invited to submit a tender. The consultant should have experience with SEA implementation in South East Asia and preferably expert knowledge of Indonesian SEA regulations and practices.
