Technical Assistance for Central Java Energy and Mineral Resources Agency on Development of a Regional Energy Plan (RUED) for Central Java Province
Indonesia and Denmark are cooperating through an Environmental Support Programme, with the current third phase (ESP3) running from 2013 to 2017. ESP3 is coordinated under the Ministry of National Development Planning (Bappenas), with the Ministry of Environment and Forestry (MOEF) and Ministry of Energy and Mineral Resources (MEMR), as primary implementing partners. Under Component 2, ESP3 supports to Energy and Mineral Resources Agency (EMRA) of Central Java Province to develops and improves the quality of Regional Energy Planning (RUED).
Provincial government shall develop RUED to maintain and manage the challenge of energy demand and supply until 2050. Good energy planning will contribute to development and economic growth as mandated by National Energy Policy (KEN) and National Energy Planning (RUEN). EMRA of Central Java is responsible for developing RUED with no later than a year after the ratification of RUEN. EMRA of Central Java establishes a task force from relevant offices and hires local expert to carry out the work. ESP3 is seeking consultants to assist the RUED taskforce and local experts to provide technical assistance on specific tasks in RUED.
The consultant must liaise and work intensively with EMRA, the taskforce , and local experts to determine the support needed. The assignment is expected to include current and future energy condition, vision and mission of energy management, and energy policy, program and plans with the agreement of task force. Local experts should be assisted to assure the quality of final RUED document. Consultant should develop an academic paper and initial draft of regional regulation on RUED that will be used by the recipient for further legalization.
To strengthen energy planning in Central Java Province by providing technical assistance to the development of regional energy plan (RUED) 2017-2050. A special emphasis shall be on providing technical assistance to energy planners in developing a reliable and implementable energy planning document. Participation and engagement of energy stakeholders shall be pursued in the RUED development process to ensure a high-quality document. Good practice and lessons-learned shall be documented to improve the energy planning process in the future or in another locus.
Output 1: A reliable and implementable Central Java Regional Energy Plan 2017-2050 and initial draft of regulation (Peraturan Daerah) supported by an academic paper.

The assignment will require a maximum of 3.75 man-months spread over 5 months. The team shall consist of an international energy policy specialist as team leader, a national energy planning specialist, an energy modelling specialist and a legal drafting specialist. The working language will be English but the consultant should be able to provide Indonesian language skills within the team.
The total maximum all-inclusive contract sum which covers both consultant fees and reimbursables including project related expense for workshops/seminars is DKK 500,000.
The work is expected to be carried out between mid June and mid November 2017.
