Preparation and implementation of Workshop to Agree Further Activities for Pollution Control from Batik Home Industry in Kebumen, Central Java

Indonesia and Denmark are cooperating through an Environmental Support Programme, with the current third phase (ESP3) running from 2013 to 2017. ESP3 is coordinated under the Ministry of National Development Planning (Bappenas), with the Ministry of Environment and Forestry ( KLHK ) and Ministry of Energy and Mineral Resources ( ESDM ), as primary implementing partners. Under Component 1 of ESP3, support is offered to improve local impact from implementation of policies and environmental management, also in the field of climate change mitigation and adaptation.

ESP3 is supporting Environment and Forestry Office ( DLHK ) Central Java Province in controlling wastewater pollution from batik industry in the District of Kebumen. A feasibility study conducted from March to July 2016 concluded that there is no best available technology for batik wastewater treatment. However, the study recommended pilot testing of some available technologies to see its suitability to local batik production process. The three suggested technologies are mechanical vapour recompression, membrane/nano filtration, and biological treatment.

Another recommendation from the study is that focus should not only be given to pollution control but also to pollution prevention. Improving efficiency in production might also reduce waste and pollution. Improving resource efficiency during the production process might also reduce production cost s or increase output. Batik production use s fabric, chemical colouring materials, and wax as inputs as well as using high volume of water and energy. Waste water from batik production has specific characteristic such as containing wax, colouring materials, and high volume of water. These processes could be analysed for potential efficiencies and improvements.

In outlining an appropriate intervention, a rapid assessment to design a set of actions will be delivered. The assessment should review studies, conducting technical observations on site, and holding a workshop to develop common understanding and agree the needs of batik stakeholders. The workshop will be attended by batik experts, waste management experts, representatives of regency and provincial governments, and representatives of the Kebumen batik producers.

The objective of this assignment is to have agreed an appropriate intervention/action for reducing environmental pollution from Kebumen batik production by reviewing the feasibility study, conducting technical observation to the production process and leading the discussion in the workshop. The recommendation shall reflect inputs from all stakeholders (i.e. batik experts, waste management experts, representatives of batik producers, and representatives of local governments) during the workshop.

Output 1: Technical recommendations to prevent pollution from an agreed batik producing community in Kebumen.

Output 2: Recommendations agreed by all stakeholders on an appropriate action to minimize batik pollution within the identified community, that is within the budget available and can be implemented before the end of 2017.

The assignment will require a maximum of one man-month over 3 months. The team shall consist of a team leader / national expert with wastewater pollution control experience and national socio - economic expert . The working language will be English but the consultant should be able to provide Indonesian language skills within the team.

The work is expected to be carried out between 1st July and 31st September 2017.

The total maximum all-inclusive contract sum which covers both consultant fees and reimbursables including project related expense for workshops/seminars is DKK 100,000.
