National Conference on Strategic Environmental Assessment (SEA)
To date, some 130 - 150 SEAs have been implemented in Indonesia, of these 32 SEAs with support from the previous and current phases of ESP. The third and last phase of the ESP will end this year. Before closure, it would be desirable to take stock of SEA in Indonesia, what has been achieved, what remains to be done, and how the results can be sustained in the medium and long terms. In coordination with DG Planologi of the KLHK it has been decided to plan, prepare and carry out a national conference on SEA in Indonesia, to present and review the evolution of the SEA concept, regulatory framework, and practice during the 12 years of ESP support, to discuss the needs for further support and development, and to assess and determine needs and means for strengthening SEA capacity of different stakeholders in national and local government, and among private sector service providers, civil society organisations and academic institutions.
The objective of the assignment will be to: “Plan, prepare, conduct, and document a national conference on Strategic Environmental Assessment (SEA) in Indonesia”, in close collaboration with the ESP3 NCU and in coordination with DG Planologi of the KLHK”.
The deliverables to be produced under this assignment are: (1) A report on “The Evolution of SEA in Indonesia”, including an annotated list of SEAs conducted in Indonesia since ca. 2000, a chapter on the Danish support to SEA, and a chapter on main lessons learned during the period under review; (2) A 2-day national SEA Conference held in Jakarta (approx. 150 participants); (3) Conference Proceedings and a digital compilation of all relevant SEA documents reviewed by the consultant and those submitted/presented at the conference.
The assignment will require the specialist services of an SEA Expert/Team Leader (approx. 320 man-hours), a Conference Administration Assistant (approx. 160 man-hours), and an Indonesian Event Organizer to handle all the logistical arrangements of the SEA conference (to be sub-contracted by the Consultant).
The ceiling budget for the assignment will be DKK 825.000 of which DKK 400.000 must be set aside as a reimbursable expense for the national conference. Duration of the assignment 2½ calendar months (approx. mid-September to early December 2017).
