TOT on SEA for Environmental Research Centres: Roll out in Medan and Makassar
Description: In 2016, ESP3 provided capacity building on SEA for Environmental Research Centres (ERC) through development of an SEA Training Module and a series of Training of Trainers (ToT) for 10 Master Trainers, who are experienced SEA and EIA experts, selected from leading/major ERCs. The vision is that the SEA Trainers, once trained through the ToT events by ESP3, will continue to train ERC experts in a gradual cascading process until SEA expertise has been created/strengthened at most ERCs across Indonesia. The objective of this was to start building up capacity in SEA at the local government level, anchored in ERCs under local universities. The development of SEA capacity at ERC level would ensure that local governments would have access to appropriate technical assistance on the matter, when developing their Policies, Plans, or Programmes which by law must be subjected to SEA.
There are currently over 100 ERCs in Indonesia coordinated under the Coordinating Body for the Environmental Research Centres ( BKPSL ) , divided into 8 regions. Each region has their own Regional Coordinating Office (North Sumatra, South Sumatra, West Java, Central Java, East Java, Kalimantan, Bali-Nusa Tenggara, and Sulawesi-Maluku-Papua). T he 2016 ToTs did not cover all eight ERC regions in Indonesia and additional ToT in SEA is therefore required.
The objective of this assignment will be, in close collaboration with a group of previously trained Master Trainers and in coordination with BKPSL, to plan, prepare and successfully carry out two ‘SEA Training-of-Trainers’ events, one in Medan (North Sumatra) and one in Makassar (South Sulawesi). The scope of the assignment will be to revise and update existing training materials, to conduct two SEA ToT events and to prepare a training report for the client with recommendations to BKPSL and Ministry of Environment and Forestry for the planned continuation of SEA training for ERC experts across Indonesia.
The assignment will require the inputs of an SEA Expert (approx. 320 man-hours) and management of the logistics for the training events. It is a special feature of this contract that the consultant shall collaborate with and make use of a team of six of the Master Trainers who were trained during the previous ESP3 support to SEA ToT during 2016. The assignment will be carried out from the date of contract signing until end of 2017 (approx. 2½ calendar months). The estimated maximum budget is DKK 650,000, of which DKK 425.000 shall be earmarked for preparation and implementation of the training events.
