Communication of Results from Danish Development Cooperation on Environment, Energy and Climate
Denmark has supported environmental management, climate change mitigation and renewable energy and energy efficiency in Indonesia since 2005 through an Environmental Support Programme (ESP). The programme will be phased out by end 2018.
The ESP is also facilitating transition to other Danish-Indonesian cooperation modalities i.e. Strategic Sector Cooperation on Renewable Energy and Energy Efficiency 2015) and Waste Management (2017). These modalities are supporting conducive policies and regulatory frameworks as well as promoting Danish investment opportunities.
The consultancy will focus on communication of results and lessons learned from development cooperation to relevant stakeholders in Indonesia (e.g. government, private sector, civil society, and bi-and multilateral donors and financing institutions) and in Denmark (e.g. Danish companies, relevant government agencies in energy, waste and water, NGOs and the public in general). One of the initial strategic tasks will be to prioritize communication products, messages, events and platforms matching these with specific target groups.
In addition to the dissemination of results, the communication strategy will have a narrative of ‘transition from conventional bilateral aid to other mechanisms of cooperation and partnership’. This transition is of relevance not only for Indonesia but also for other similar emerging economies in Asia and Africa. There will be a focus on the contextual challenges of achieving development cooperation results in Indonesia in the areas of environment, climate mitigation and renewable energy. The strategy will also emphasize ‘strategic communication’ and be aligned with the communication strategy of the Danish Embassy and the Danish Ministry of Foreign Affairs. Similarly, there will be alignment with the strategic interests of relevant Indonesian partners and stakeholders.
The objectives of the consultancy are:
- To communicate results, challenges and lessons learned from Danish development cooperation to Indonesian and Danish stakeholders and public in general.
- To adapt relevant development communication material to the needs of Danish Strategic Sector Cooperation and Danish Trade Council in Indonesia.
The outputs of the consultancy are:
- A draft inception report submitted for discussion at a kick-off meeting and a final inception report submitted two weeks after the kick-off meeting
- A draft strategy and implementation plan submitted four weeks after the kick-off meeting
- A final strategy and implementation plan submitted six weeks after the kick-off meeting
- Specific communication deliverables (products, events etc.) as agreed in the final implementation plan
The total maximum budget of the consultancy is DKK 1 million. The consultancy is expected to start in early December 2017 and will be of a ten months duration. Approximately 40 person-days are required by an International Development Communication Specialist and approximately 80 person-days by an Indonesian Development Communication Specialist. Approximately DKK 300.000 should be set aside under the reimbursable expenses budget for sub-contracting of specific communication deliverables.
