Support an Optimisation Models for Load Dispatch Scenario(s) in PLN, Indonesia


The Danish government has initiated a ‘government to government’ cooperation with Indonesia on renewable energy and energy efficiency to strengthen the partnership between the two countries. A Memorandum of Understanding was signed between the Ministry of Energy and Mineral Resources (MEMR) and the Danish Ministry of Energy, Utilities and Climate on October 22, 2015. The objective of the Strategic Sector Cooperation (SSC) is to assist Indonesian government agencies and other relevant stakeholders in developing relevant policies, strategies and solutions to increase the electrification rate and to achieve the government’s long-term renewable energy (RE) and energy efficiency (EE) objectives.

The Danish partner of the SSC program is the Danish Energy Agency (DEA) and the main partners in Indonesia are the MEMR and the National Energy Council (NEC). At the same time, the DEA also cooperates with the state-owned electricity company (PLN). 

The Consultancy must assist the DEA in the cooperation with the above mentioned institutions with the purpose of enhancing the long-term energy planning through improvement of potential for wind integration and more generally facilitate transition of the electricity system to a greener version. Also, a tri-parties MOU has been signed between PLN, Danish Energy Agency and the Danish Embassy to support the study.

As there are several synergies between the ESP3 programme and the SSC, this Consultancy Service is developed jointly and the Consultancy will be financially handled by the ESP3 programme and managed by the SSC program. The requestor for the contract services is thereby the NCU (with technical support from DEA) and PLN Focal Point, together hereafter referred to as “the recipient”. All communication regarding the consultancy will go through the recipient. Overall contract administration will go through the Royal Danish Embassy (RDE) and/or Ministry of Foreign Affairs in Copenhagen (MFA) (contract signing and payment).The RDE and/or MFA are ‘the client’.

In the SSC, the activity will contribute to enhancing the capacity building and knowledge transfer within economic modelling of merit order load dispatch with a view to increase operational flexibility of the power systems in Indonesia, thus facilitating a higher penetration of fluctuating renewable energy in a cost-effective manner. This is part of the SSC’s second component on Integration of Renewable Energy, and the output is improved capacity within PLN to model the economic consequences of various choices for the structure of Power Purchase Agreements (PPAs) for new thermal capacity as well as increased capacity within responsible Indonesian stakeholders.

The objectives of the consultancy are:

- To develop PLN’s capacity to independently perform modelling exercises and aims to install and leave behind and operational IT platform enabling PLN to perform further analyses independently especially within the Planning Department.

- To model consequences of various contracting strategies for thermal capacity combined with increasing shares of fluctuating RE in one or more fluctuating system. 

- To look at the consequences of replacing current energy-only remuneration of IPPs with combination of energy and capacity payments.

The outputs of the consultancy are: 

- A work programme for the 3 months period from January 2018 until end of March 2018, clearly defining activities to be carried out and the associated timelines. The work programme should be designed in close cooperation with the recipient.

- Populating a Balmorel based model with current and detailed data for existing and pipeline projects in the selected grid area(s). Data used should be actual cost data and prices as well as agreed projections. The Technology Catalogue currently being established as part of another Danish supported activity can be used as reference.     

- In parallel train a team of 3-6 designated PLN employees (“the team”) in the use of the model with a view to making them proficient in doing future analyses independently.

- Develop and agree within the team a plan for which scenarios should be analysed.      

- Plan and hold 2-4 workshops with PLN senior management, presenting milestones, results and discussing way forward. 

- Plan and hold a final workshop at the end of the consultancy. Participants will be PLN senior staff and management.

- The final workshop should include an agreed plan for PLN’s continued efforts in using the established modelling tools for the first year after finalisation of the consultancy.

The total maximum all-inclusive contract sum which covers both consultant fee and reimbursable expenses is DKK 500,000.

In case the assignment requires travel away from the place of mission, logistics shall follow the ESP3 cost norms and may not exceed the attached ESP3 maximum unit rates.

The assignment is subject to the availability of funding.
